Nepal is a signatory to the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), and committed to ensure gender equality and social inclusion. Recognition of third gender, equality in parental property and end to aged-old discrimination in issuing citizenship only are some forward-looking changes incorporated into the new constitution.
Despite these developments, a majority of women and marginalized communities’ still face discrimination and empowerment is not yet meaningful. For example, the level of engagement in development is still perfunctory, and a number game. Meaningful participation in infrastructure development, WASH, and livelihoods improvement is yet to be supported with respect for voice and genuine participation.
