Background
Under the CARE for South Asia initiative, funded by the World Bank, SWN supported institutional capacity building of Nepal’s Department of Roads (DoR) and Department of Local Infrastructure (DoLI) through the ADPC programme, developing training modules, reviewing road and bridge designs, and preparing a scale-up plan for nature-based slope stabilization measures. This is to be achieved through a series of national and regional training events for implementing climate-resilient guidelines; review of existing project design documents for 2 roads and 2 bridges and recommendations for climate-resilient measures; and finally, development of a scale-up plan for adaptive bio-engineering/NbS slope stabilization and protection measures.
Objective of the Assignment
- Support institutional capacity development of national road agencies for resilient transport through series of capacity-building trainings for implementing climate-resilient guidelines. Capacity building and training for government agencies of Nepal in climate-resilient policy, Strategy, and Plans
- Review of existing project design documents and recommendations for climate-resilient measures
- Prepare a scale-up plan for adaptive bio-engineering/NbS slope stabilization and protection measures in Nepal
Key Activities and Services Provided by SWN
- Developed training curriculum and training manual on resilient transport with pre- and post-training evaluations
- Organized and facilitate 4 national-level training sessions to DoR and DoLI for implementing climate-resilient guidelines and support 2 regional training sessions.
- Conducted a technical review of the selected 4 roads and 2 bridges DPRs provided by DoR and DoLI
- Developed actionable recommendations/suggestions for enhancing the climate resilience in these projects
- Studied the current level, intensity, and robustness of ongoing bio-engineering activities in Nepal and propose a climate-risk-informed action plan that can rejuvenate the application of NbS/bioengineering applications in Nepal.
- Reviewed the existing hydrological and sediment data, conducted field sampling to collect river discharge at Ratu Khola Bridge, suspended sediment concentration samples, analyzed the data, and identified high-risk zones for scour, deposition, or morphological changes within downstream and upstream reaches of the Ratu Bridge.
- Reviewed Nepal’s climate-resilient transport guidelines and identified gaps where climate adaptation measures were insufficient, and recommended revisions to enhance road and bridge specifications.

- Enhanced the capacity of government and other stakeholders to understand and implement climate-resilient infrastructure solutions
