Introduction
Periodic District Development Plan (PDDP) broadly is a planning document with long-term vision and periodic goals with sectoral priorities, potentials, results and indicative budgetary provisions within a planning framework. It is a set of development guidelines to achieve vision-based district development.
The Plan is prepared for Dailekh district which is a hill district in mid-western region of Nepal. It is characterized by low HDI of 0.422 and ranks 58th in poverty out of the 7 districts in Nepal.
Key activities and services provided by SW Nepal
In undertaking this assignment, SW Nepal provided technical support to the Dailekh DDC in the development of a five-year PDDP. As part of the process, SW Nepal organized workshops to assess the needs, resources and capacities of the human and natural resources that this grassroots based information was used to in developing an overall district plan in a highly participatory manner.
The periodic plan included long-term vision with objectives and working policies, physical infrastructures, services and facilities within the village development area, possibilities of resource mobilization and income generation and the cost involvement of the government, community and private sector.
A team of planners and sectoral experts worked in close collaboration with the DDC in development of the Plan. Overall, SW Nepal carried out the assignment following a series of activities as summarized in the diagram.
Outcome
The final periodic plan was then prepared based on an approach paper developed and agreed with local stakeholders including the DDC and a participatory workshop to agree the sectoral plans fed into the overall plan.
