Project Background
Under USAID’s Swift Expertise and Grounded Analytics (SEGA) Mechanism, DevTech Systems, Inc., provides USAID/Nepal with analytical and facilitation support to elevate the inclusive use of e-governance tools and services in Nepal, as part of the Partnerships for Democratic Development (PDD) initiative. Working with the Government of Nepal (GON) and its E-Governance Commission (EGC), this project is designed to foster inclusivity and accountability within the GON by identifying innovative approaches to citizen engagement and corruption mitigation and providing enhanced access to government services for all citizens.
Consulting Services and Activities
In undertaking the assignment, the survey team carried out the following activities:
- Led the desk research to better understand Nepal’s landscape, focusing on the government’s key priorities, identifying the problems and their levels of importance, what has been done to address them, and what has made it more difficult to achieve the desired outcomes.
- Identified a set of stakeholders
- Co-lead the design and facilitate the implementation of a Listening Tour in Kathmandu, Dhulikhel, Makwanpur, Pokhara, and Janakpur to learn more about problems, areas of opportunities, and priorities in GON progression, and understand pathways of stronger collaboration between the U.S. and GON.
- Contributed to a Findings Brief from a listening Tour
- In coordination with the E-gov Commission (EGC), Nepal organized a Problem-Finding Workshop and Problem-Validation Workshop with USAID/Nepal, GON, civil society, and other key stakeholders.
- Contributed to the final report on SEGA Nepal PDD E-governance Support.
Assignment Objectives
DevTech Systems selected SWN to support the team in undertaking policy and practice research, including conducting intensive engagement with key stakeholders to help better understand Nepal’s e-governance landscape, with a focus on identifying the problems and their levels of importance, understanding what has been done to address them, and analyzing what factors have made it more difficult to achieve the desired outcomes.

Contributed to the development of “The Electronic Governance Investment Action Plan” for Nepal.
