The “Evaluation of Capacity Development in Danish Development Assistance” was launched in September 2014. The Evaluation formed a part of the “Joint Scandinavian evaluation of support to capacity development” involving Danida, Norad and Sida.
The Nepal Country Study formed a part of The ‘Country Case Studies’ where Nepal was selected as one of the three case countries (Tanzania and Uganda being the other two), as the portfolio screening and the desk based review pointed to three programme interventions, which were judged to have a relatively high Capacity Development contents and satisfactory results.
The purpose of the evaluation was to improve decision-making and strategy development in Danida regarding support to capacity development in developing countries. The purpose has both learning and accountability elements.

Key activities
The evaluation contained a five-step methodology, and each step built on the findings and the development of the previous step.
The steps were as follows:
- Step 1: Portfolio Screening
- Step 2: Desk-Based Review
- Step 3: Country Case Studies
- Step 4: Cross-analysis of all data, development of main Evaluation Report
- Step 5: Synthesis Report writing (together with Sida and Norad teams)
Services provided by SW Nepal
SW Nepal assigned a national consultant to work together with two other international consultants to carry out this assignment. The role of the national consultant was to assist the team with assessment of capacity development results of Danida supported interventions and the casual effects leading to the achieved results.
In undertaking this assignment, the team carried out extensive literature review, interview with key stakeholders and beneficiaries, Focus Group Discussions (FGD), cross-analysis of all data, preparation of programme/project summaries and synthesis report.
