Introduction
CoST is one of the leading global initiatives improving transparency and accountability in public infrastructure working with government, private sector, and civil society to promote the disclosure, validation, and interpretation of data from infrastructure projects. This helps to inform and empower citizens and enables them to hold decision-makers to account.
SWN was assigned a series of activities to promote Infrastructure Transparency Initiative (CoST) in Nepal. The activities supported in Nepal to promote CoST includes studies into good governance practices in Nepal; holding a workshop with key Government, private sector, and civil society institutions; and application of appropriate data disclosure standards building on the global CoST experience.
Objective of the Assignment
The objectives of this assignment are:
- Develop better understanding of the CoST related practices in Nepal to shape the approach and design of CoST activities in Nepal.
- Enhance understanding of CoST Database practices globally
- Translation of selected CoST documents in Nepali
- Organization of half a day stakeholders’ workshop in Kathmandu
Key Activities and Service Provided by SWN
SWN undertook the following activities:
- Review of CoST document /familiarization by Nepal Team
- Rapid assessment of current policies and practices in Nepal improved transparency and accountability in Government and Non-Government sectors
- Study on Nepal Government and CoST database/data management practices globally
- Stakeholder workshops on 29th March, 2023
- Translation of selected CoST documents in Nepali
- Meeting with stakeholders
Outputs
Outputs of the project were as follows:
- Support in contextualization of the CoST literature for Nepal
- Better understanding of the CoST related practices in Nepal to shape the approach and design of CoST activities in Nepal
- Continuation of earlier CoST engagements
- Wider awareness of CoST tools, and feedback obtained
- Enhanced understanding of CoST Database practices globally
