Developing Bio-engineering Capacity for the Local Government Engineering Department’s (LGED) Operations in the Chittagong Hill Tracts, Bangladesh

INTRODUCTION

Scott Wilson Nepal has been engaged by Asian Development Bank (ADB) for its TA-9461 (50159-001) in developing bioengineering capacity for LGED operations in the Chittagong Hill Tracts, Bangladesh to co-develop with the project team, national policy recommendations and government buy-in to Nature-Based Solutions (NBS) for road infrastructure projects,

The intervention is expected to help in mainstreaming NBS roadside bioengineering in government policies to inform and complement overall project design and implementation. The project is majorly focused on Chittagong Hill Tracts (CHT) Region.  

OBJECTIVE OF THE ASSIGNMENT

The overall objective of the project is to provide nature-based solutions in terms of roadside bioengineering perspective for the CHT region using bioengineering and other NbS tools.

KEY ACTIVITIES AND SERVICES PROVIDED BY SWN

SWN undertakes the following key activities to meet the project activities:

  • Identification of gaps by assessing existing road-building codes, standards to incorporate norms of bioengineering into project designs

  • Develop Bio-engineering Norms, standard specifications and operational guidelines.

  • Consultation with major stakeholders, government personnel to validate the drafted norms, standard specifications and operational guidelines.

  • Support in Training Need Assessment along with the virtual training workshops organized for different stakeholders.

  • Develop technical reports representing the process and output of the project with findings and recommendations.

OUTCOME

  1. The nature-based solution in terms of roadside bioengineering is provided for the CHT regions.
  2. Key referral documents of Bioengineering Norms, Specifications and Operational Guidelines for the engineering team to use in applying the NbS tools.
  3. Strengthened key and targeted institutions following policy and capacity-building interventions to maintain bio-engineering and NbS tools in LGED and in CHT region in particular.
