Project Background
This assignment supports the Asian Development Bank (ADB) and the Government of Nepal in enhancing the climate resilience of water and sanitation investments under the Integrated Water Supply and Sewerage Management Project (IWSSMP) in Dharan Sub-Metropolitan City. The project is commissioned by the Global Center on Adaptation (GCA). It aims to deliver a Rapid Climate Risk Assessment (RCRA), prioritize adaptation solutions, and strengthen institutional capacity for resilient infrastructure design and planning, e.g., drainage, water supply, and sewerage.
In collaboration with Pagasys Limited, SWN delivers a Rapid Climate Risk Assessment (RCRA), prioritizes adaptation solutions, and strengthens institutional capacity for resilient infrastructure design and planning for IWSSMP-supported infrastructure systems (e.g., drainage, water supply, and sewerage) in Dharan.
Objective
SWN, as a key national partner, provides technical leadership and contextual expertise to support the delivery of the assignment. The specific objectives of this assignment are:
- Assessment of infrastructure vulnerabilities to climate hazards
- Identification and prioritisation of adaptation and resilience measures
- Support for cost estimation and economic analysis
- Technical Review and Input into Project Deliverables
- National Technical Leadership and Stakeholder Engagement
- Capacity Building and Knowledge Sharing
- Co-development of project deliverables
SWN Service and Activities
Under this assignment, SWN undertakes the following activities:
- Act as the primary national liaison, representing the project in engagements with DWSSM, Dharan Municipality, and other key government and sector stakeholders
- Support to assess climate-related vulnerabilities in water supply and sanitation infrastructure, based on hazard and climate change analyses
- Lead the collection and review of relevant design documents for existing and planned water and sewage systems.
- Contribute to the identification of adaptation and resilience options.
- Identify and assess local grey and nature-based solution adaptation options in response to key climate risks (flooding, drought, heat) by leveraging the multi-criteria analysis approach to validate whether options meet resilience and service continuity thresholds for Dharan’s water and sanitation infrastructure, and prioritise options for adaptation;
- Support in locally relevant cost estimates for the implementation of selected adaptation and resilience options.
- Assist Pegasys in the design and delivery of a three-day national capacity-building workshop covering infrastructure resilience, nature-based solutions, and climate-informed planning;
- Co-develop deliverables across all workstreams.
