In Nepal, implementation delays, like time and cost overruns in public sector investments are very common. This results in an increase in the capital-output ratio consequently bringing down the efficacy of investments. Still, time and cost overruns of the projects and their opportunity costs are not really studied and understood in Nepal.

Transparency International (TI), Nepal has been supporting the control of corruption and good governance through social, political, economic and legal interventions since its establishment in 1996. In the current Promoting Integrity and Accountability (IA) Program, TI Nepal intended to conduct a research on Project Cost, to examine governance and related practices associated with cost, quality and time-line of government projects in Nepal.

This project therefore sought to examine governance and related practices associated with cost, quality and time-line of government projects in a context where project costs are often reported to be high, low in quality and are characterized by time and cost overrun.

Services provided by SW Nepal

In undertaking this project, SW Nepal carried out extensive literature review on government funded project cost and consulted diverse key stakeholders from private sector, public sector and development partners. The study resulted in identification of wide range of factors influencing costs and cost escalation framework. Based on the result of the study, SW Nepal provided a set of recommendations for improving governance aspects on project cost both at policy and implementation level with possible implementation measures and for enhancing cost, quality and minimizing time-overruns.
