Background
Scott Wilson Nepal, in a consortium led by e.Gen Consultants Limited, Bangladesh, is providing Technical Assistance (TA) to the Asian Development Bank (ADB) under TA–10332 REG: Strengthening Gender-Based Violence Response Mechanisms in Post-COVID-19 Central and West Asian Countries – GBV Response Mechanism Expert (FIRM) (55326-001). The TA aims to strengthen gender-based violence (GBV) response systems and mechanisms, enhance GBV survivors’ access to quality support services, and expand economic opportunities for GBV survivors.
The TA is being implemented across nine developing member countries (DMCs): Armenia, Azerbaijan, Georgia, Kazakhstan, the Kyrgyz Republic, Pakistan, Tajikistan, Turkmenistan, and Uzbekistan. It includes assessing the current GBV situation in the region and conducting a comprehensive stocktaking of existing policies, programs, and services.
Furthermore, the TA will build the capacities of service providers through a series of trainings on gender-sensitive GBV response practices. It will also support GBV survivors by providing training on entrepreneurship, business development, financial and digital literacy, and e-commerce. In addition, non-government service providers will receive training aimed at strengthening GBV-related service delivery.
Objective of the Assignment
The TA aims to strengthen GBV response systems in nine countries by assessing current gaps, improving survivor-centered services, and expanding economic opportunities for survivors. From 2024 to 2027, it will (1) assess GBV conditions and response capacity, (2) enhance implementation of GBV policies and services, and (3) broaden survivors’ access to employment and support. An international consulting firm will provide expert support under ADB procurement guidelines.
Scope of Works
Scott Wilson Nepal will be implementing this assignment through the International Gender-Based Violence Research Specialist, who will be serving as the technical lead for all research activities. The specialist will be doing the overall coordination and leadership of the nine national GBV studies and the feasibility study on restorative justice for perpetrators.
The specialist will be doing the design of the research framework, including methodologies, study tools, timelines, and stakeholder engagement plans. They will be doing desk reviews and interviews with key stakeholders across the nine countries. The specialist will also be doing technical guidance for national consultants on data collection and analysis, ensuring consistency and quality across all studies.
They will be doing the review of national reports and consolidating the findings into a comprehensive regional report on GBV. They will also be doing the preparation of the feasibility study on restorative justice and the development of presentations. Finally, the specialist will be doing the presentation of research results during validation workshops and a regional webinar.
