Background

The USAID Local Works Support, awarded by The United States Agency for International Development (USAID) Mission to Nepal to  S.W. Nepal Pvt. Ltd. as a prime contractor, will provide long – term support to USAID’s locally-led development program. This initiative offers services that strengthen and empower the local organizations, known as Implementing Partners (IPs) in the areas of organizational capacity development (OCD), third-party monitoring, risk assessment, and local works coordination. More specifically. The initiative aims to improve cooperation, coordination, and co-creation among local actors, including the USAID Mission to Nepal, local beneficiaries, and local governments. This will be achieved through targeted communication, outreach, and information-sharing activities. All activities and components under the Local Works Support will be underpinned with a focused effort to raise awareness and uphold gender equality and social inclusion (GESI) and diversity, equity, inclusion, and accessibility (DEIA).


Objective of the Assignment 

The objectives of this assignment are:

  • Enhance organizational capacity of IPs on financial management, administrative management, governance, internal controls, procurement, asset management, human resources management, information technology systems, and training needs (especially to map the needs of women employees or those from marginalized communities)
  • Assess the IPs on third- party monitoring and risk management
  • Promote successes and results of USAID Local Works through communication and outreach activities

Key Activities and Service Provided by SWN

Under this project, SWN is undertaking following activities:

  • Conduct organizational capacity assessment of up to 10 IPs over the activity period.
  • Conduct activities on third-party monitoring, risk management assessment and local works coordination
  • Develop financial management systems and assistance in developing financial statements and reporting of IPs
  • Conduct 2 annual conferences and produce contents for the purpose of communications and outreach, branding and visibility

Outputs

The outputs of the project are as follows:

  • Prepare reports on findings from the organization capacity assessment, quarterly performances
  • Develop and deliver on-the-job training on policies, manuals, procedures and processes and specialized toolkits
  • Conduct a communications and outreach campaign to promote successes and results of the Local Works program and produce outreach materials e.g. videos from annual conferences and engaging digital contents for outreach and visibility
