Technical Assessment and Third-party Monitoring

Scott Wilson Nepal has been providing engineering services over the past 22 years, including technical assessment and third-party infrastructure quality monitoring. The services have largely (approximately 70%) been carried out in remote and poorly accessible areas of Nepal characterized by widespread poverty, low community capacity, and infrastructure deficit. Our services support development partners, government agencies, and implementing organizations by ensuring that projects are delivered with quality, transparency, and accountability.

SWN is involved in the evaluation of the construction of small-scale community infrastructure, reconstruction and recovery works, and third-party monitoring and assessments of reconstruction activities for the World Bank, USAID, UN WFP, DFID, EU, SDC, and JICA.

We highly value our involvement in sustainable and resilient infrastructure development, applying core principles of Build Back Better (BBB). Accordingly, we align our works with the beneficial framework of sustainability and resiliency, while adhering to Sustainable Development Goals (SDG) and various national and international protocols on climate change, disaster management, and risk mitigation.

Highlight of services:

  • Over 10,000 community infrastructure projects assessed for compliance with engineering, social, environmental, and health & safety standards
  • Evaluated rehabilitation and reconstruction of shelters, WASH facilities, health posts, schools, irrigation systems, and livelihood recovery interventions
  • Conducted terrain-specific hazard assessments (e.g., slope instability, landslides) to ensure infrastructure safety, suitability, and long-term functionality
  • Identified gaps in construction quality, technical capacity, and compliance, while providing tailored technical guidance to implementing partners in underserved areas
  • Utilized digital tools such as GIS, mobile-based data collection platforms, and remote sensing technologies for accurate, real-time monitoring
  • Engaged in stakeholder consultations and collected beneficiary feedback to ensure that findings reflect ground realities and community needs
  • Delivered practical, actionable recommendations to improve infrastructure design, implementation quality, and risk mitigation strategies
