Background

In response Jajarkot Earthquake 2023, UNDP launched the “Rebuilding Livelihoods and Enhancing Governance for Recovery and Resilience (RLEGRR)” project to support both community recovery and local government capacity building in Jajarkot and Rukum West districts.

Under the RLEGRR project, UN-Habitat Nepal awarded Scott Wilson Nepal for the institutional service for Livelihoods Improvement and Disaster Resilience Enhancement in the Areas Affected by the Earthquake in Jajarkot and West Rukum, covering 5 local government and district headquarters.


Objective

The overall objective of the assignment is to support sustainable recovery by constructing prefab public buildings, restoring key community infrastructure, and integrating environmental and social safeguards. The specific objectives are to:

  • Assess the technical, financial, social, environmental, and operational feasibility of the 10 proposed sites for the construction of prefab government buildings; 
  • Develop and deliver an ESSS Scoping and Action Plan, ensuring environmental and social compliance to build prefab buildings; 
  • Detailed Project Report (DPR) for 10 prefab buildings complying with national building codes, accessibility standards, GEDSI Guidelines, safety protocols, and environmental regulations; 
  • Conduct a baseline survey to validate and assess community infrastructures and CFCs/market centers linked to livelihood recovery.

Key Activities and Service

Under this assignment, SWN undertakes the following activities:

  • Desk review and design of a standard template/ checklist for feasibility study, ESSS, and baseline survey
  • Organize field orientation and test the developed tools
  • Conduct feasibility assessment of 10 selected sites for prefab building (services buildings for district police, Armed Police, Agriculture Centre, Ward Office, community centres, and others), focusing on technical, financial, and operational domains 
  • Conduct ESSS scoping of each site in consultation with the communities and prepare Environmental and Social Action Plan (ESAP)   
  • Conduct topographic survey, site analysis, prepare architectural plan, stakeholder meeting, and community consultation
  • Prepare 3D model, structural design and analysis, electrical drawings, and detailed cost estimates for 10 prefab building constructions
  • Conduct baseline survey of 25 community infrastructures (CIs), including irrigation canals, irrigation ponds, road drains, and landslide mitigation structures, and 10 Common Facility Centers (CFC)/Market Centers (MC).
