Introduction

After the 2015 Nepal Earthquake, JICA has been providing technical assistance to GoN in Building Resilient Nepal through the Rehabilitation and Recovery from Nepal Earthquake (RRNE) project based on the principle of the Build Back Better, of the Sendai framework. In Chautara, Sindhupalchwok, an earthquake in 2015 damaged the Water Transmission System. Despite repair, they were still vulnerable to hazards like floods and landslides. To mitigate a possible disaster, JICA under output 4, Quick Impact Projects, constructed a resilient Water Transmission Line from the Majhuwa source of Chautara. Under Output 3 (i.e RRNE Grant Aid) JICA carried out the Rehabilitation of the Water Transmission line project from the water source up to the Water Treatment Facility near Chautara. The transmission line constructed by QIP from the Majhuwa was connected to this system. Though the construction work was completed in 2018, it was not operational due to various reasons.

SWN is awarded an assessment JICA grant assistance which focused on accessing operational issues of the WTS and accessing the project’s output to the achievement of the intended results and objectives.


Project Objectives

  • To understand the modifications and cause of modifications made to the WTS by WUC.
  • To understand the reasons for the lack of timely operation of the WTS and the remaining works to be completed by the GoN side to utilize the WTS fully.
  • To assess the project’s outputs to achieve the intended results and objectives.
  • To understand the short term and long-term impacts of the project
  • To advise on lessons learned, strengths, and weaknesses for future implementation.

Key Activities and Service Provided

  • A comprehensive review of existing literature including project documents, technical designs, and the policies, laws, and guidelines related to WUC, M-WASH-CC, or WASH Governance in the new federal context.
  • Engineering assessment of the Water Transmission Line from Majhuwa Source of Chautara and the Water Transmission Facility near Chautara.
  • Process review in timeline structure
  • Consultation with beneficiaries through FDG and KII with institutions, and stakeholders using a generic checklist.

Outcome

Final report including an assessment of project outputs, operational issues of WTS, project impacts, and recommendations for the way forward.
