Background
The Girls’ Empowerment and Mainstreaming Sustainably (GEMS) project is a collaborative initiative between the British Council and VSO Nepal, aimed at fostering an inclusive society and promoting equitable development in Nepal. Implemented across various Municipalities in Bara, Rautahat and Surkhet, GEMS focuses on empowering marginalized adolescent girls through education, leadership development and community engagement. The three key outcomes of GEMS are:
- Enhanced enabling policy environment: Strengthening accountability for gender-responsive and inclusive education and health systems.
- Improved self-efficacy and life skills: Equipping marginalized adolescent girls with essential skills for personal development and decision-making
- Enhanced agency and networks: Building collaboration to enable adolescent girls to claim their rights and participate actively in society.
Objective of the Assignment
The primary objective of this Endline Evaluation of GEMS is to assess the impact and effectiveness of Girl’s Empowerment and Mainstreaming Sustainably (GEMS) project by:
- Comparing baseline and endline data: evaluating changes in adolescent girls’ English proficiency, digital skills and self-efficacy by analyzing baseline and endline scores.
- Assessing stakeholder perspectives: Conducting interviews with key stakeholders – including municipal officials, Community Learning Center (CLC) facilitators, school management, parents, community members and students – to gather qualitative insights on the project’s implementation, challenges and outcomes.
- Evaluating project performance: Assessing the overall performance of the GEMS project in achieving its intended outcomes, identifying areas of success and highlighting opportunities for future improvements.
Consultancy Service and Activities
The Endline Evaluation of GEMS project employed a mixed-methods approach, integrating both quantitative and qualitative research techniques to provide a comprehensive assessment of the project’s performance.
- Conducted a comprehensive desk study using all available program documents, reports, and relevant literature.
- Administer a 205-structured survey to a representative sample of adolescent girls to assess key indicators, including English proficiency, digital skills, and self-efficacy.
- Conduct key informant interviews (KIIs) with a diverse range of stakeholders for qualitative data on the project’s reach, challenges, and success.
- 5 Case studies highlighting the journeys, achievements, and challenges faced by individual adolescent girls
- A short documentary is produced to visually capture and communicate the project’s interventions and outcomes
Outputs
- A comprehensive Endline Evaluation Report with a comparative analysis of baseline data. The report quantifies the project’s impact on these critical areas of adolescent development, assesses the stakeholders’ perspective, and evaluates project performance
- 6-minute Documentary Video for storytelling and dissemination of the project’s impact.
