Background

The Motorable Local Roads Bridge Program (MLRBP) was launched in 2011 by the Swiss Agency for Development Cooperation (SDC) and the Government of Nepal (GoN) to improve all-weather road access. The program successfully constructed 358 bridges in the first three phases, benefiting disadvantaged community members with income generation, improved services access, and reduced travel time and expenses. Phase IV of the MLRBP, initiated in 2021, focuses on sharing Swiss expertise with provinces and strengthening their capacity in bridge design and management, bolstering Nepal’s federal system.SWN was awarded by MLRBP for Outcome Monitoring Survey for the year 2023 in 21 bridges.


Objective of the Assignment 

The Outcome Monitoring Survey (OMS) assessed if completed bridges achieved desired log frame outcomes. The following were the main indicators:

  • Proportion of people and settlements benefited from the provincial roads connected by the selected bridge(s).
  • Prevailing transportation costs (fares and freights) and traffic volumes (import and export).
  • Time and costs of travel to access various services,
  • School attendance and enrolments and utilization of health services in the bridge vicinity.

Key Activities and Service Provided by SWN

SWN completed the following activities:

  • 630 household surveys were conducted to collect socioeconomic information
  • 42 settlement FGDs with Farmers, local business owners, disadvantaged groups (DAGs), local government officials, and women
  • 32 Key Informant Interviews (KIIs) with doctors/health officials and teachers/school officials
  • 21 traffic counts (TC) for 5 days to establish the use of the road network/bridge by vehicles
  • 930 origin to destination (OD) were conducted to justify whether the bridge has been constructed at an appropriate area

Outputs of the project:

  • Final OM survey tool (Questionnaire)
  • Database of collected data (digital copy)
  • GIS maps of study areas (bridge sites) including catchment areas
  • OM reports of individual bridges, province wise OM survey findings and one consolidated report.
