Background

S.W. Nepal Pvt. Ltd. (Scott Wilson Nepal) has collaborated with Hearn Geoserve Ltd and Transport Research Laboratory (TRL) Limited, and Independent Software Ltd, for World Road Association (PIARC) funded research to enhance Rapid Impact Assessment (RIA) for road networks. RIA is activated within 24 hours of an emergency to systematically assesses damage, prioritizes responses, and identifies repair needs. The research underscores the necessity of standardized RIA methods, particularly for low- and middle-income countries (LMICs). Through literature reviews and case studies, the research aims to develop adaptable RIA systems that improve disaster management, preparedness, and risk-based decision-making.


Objective of the Assignment 

  • Develop a standardized and robust Rapid Impact Assessment (RIA) approach for resilient road networks impacted by geo-hazards such as floods, landslides, and earthquakes, etc.
  • Evaluate and compare RIA procedures and practices in both high-income and low- and middle-income countries, identifying strengths, weaknesses, and opportunities.
  • Create best-practice models for RIA, integrating real-time data collection, remote sensing technologies, and software solutions for spatial analysis and risk assessment

Key Activities and Service Provided by SWN

The SWN team was engaged in the following key activities:

  • Conduct a comprehensive literature review of international practices related to Rapid Impact Assessment (RIA) in road network hazard management.
  • Design and analyse the findings of web-based survey among PIARC member countries on their RIA practices and learnings
  • Gather and analyze RIA case studies from both high-income countries (HICs) and low- and middle-income countries (LMICs), focusing on geo-hazard impacts.
  • Develop and recommend best-practice models for RIA, including the use of susceptibility mapping, real-time data collection, remote sensing technologies, and risk assessment processes.
  • Investigate software development solutions for RIA.

Outputs

  • Insights into RIA practices among PIARC members gained from the questionnaire survey.
  • Understanding of RIA practices derived from past case studies in both low- and high-income countries.
